I am the Director of Faculty Research and the Yetta G. Samford Jr. Endowed Professor in Legal Ethics at the University of Alabama School of Law, where I focus on immigration law and administrative law. My scholarship has been published in journals including the California Law Review, the Columbia Law Review, the North Carolina Law Review, and the American Journal of Law and Equality. I attended Stanford University, where I studied economics and political theory, and I graduated from Harvard Law School.
At UA Law, I have taught Immigration Law, Administrative Law, Legislation and Regulation (a required 1L course), and a seminar on citizenship law and policy. In the 2023-24 academic year, I served as a consultant to the Administrative Conference of the United States for a project on individualized guidance, or advice that agencies provide to regulated persons or entities, upon request, about how the law applies to specific facts. Although my work for ACUS ended in June 2024, I continue to research and write about agency advising independently.
During the Spring 2026 semester, I served as the Jack N. Pritzker Distinguished Visiting Professor of Law at the Northwestern Pritzker School of Law.
